The purpose of this forum is to explore how adult educators can contribute to new opportunity structures in a global society that has grown more reliant on labor market participation for learning and social integration, and economic sustainability. The need for this discussion in adult education is linked to a deep concern over the widening income gap between rich and poor world-wide. Though many policy makers attribute the spike in global inequity to a growing education and skills gap, others argue that by locating the problem in individual skill deficiencies, we overlook the structural shifts in the global labor market giving rise to new forms of disadvantage in society. In this forum we will examine the education/skill-deficit thesis and draw upon a number of research streams, including the PIAAC data and studies related to the changing nature of work to examine the dynamic connection between education/skill, labor market structures, and inequality in today’s economy. We will also explore the public policies and the industry and workplace change models that provide workers with ongoing education linked to economic security and opportunities. Participants will share their experiences and ideas for creating new structural opportunities to help workers access good work and continuous learning in a rapidly changing global economy.

Key questions for this forum are:

1. What are your experiences of the skills gap debate and/or challenges in US industries and communities?
2. What structural dynamics have you observed in your research and/or practice that contribute to growing inequality in society?
3. What are the strategies you promote in your research and practice to help to workers access good jobs and continuous learning in a changing economy?
4. How can adult educators contribute to closing the equity gap associated with the changing nature of work? What do we need to know and/or do differently to be effective?

Ellen Scully-Russ began her career in the early 1980s as a union workplace educator negotiating new training funds and structural reforms to provide workers in dead-end service jobs with education and career ladders linked to hard to fill, skilled and secure jobs in the industry. For the next 30 years Ellen worked with unions and employers in industries impacted by rapid technological and economic change to ensure for good quality jobs and continuous learning opportunities for workers. In the early 2000s Ellen returned to Teachers College to attain her doctorate degree in Adult Learning and Leadership. She joined The George Washington University faculty in 2009 where today she is an Associate Professor and Chair of the Human and Organizational Learning Department. Her research and practice is focused on the role of adult education in ensuring greater equity and social inclusion as the nature of work and opportunity continues to shift in a rapidly changing global economy.
